There are several answers to this question:

1. You are not yet approved, so you must wait for a staff member to approve you.
2. If you are a FREE member and you downloaded more than 2 assets during the day, you will have to wait 24 hours to be able to download FREE assets again.
3. You are trying to download VIP assets : if you are a FREE member and that the resource you are trying to download have this prefix : you will need to purchase a Premium VIP or PRO.
   If the resource has this prefix : you will need to purchase a Pro VIP.

Hi, I was looking through this and it says I need to be 'connected' to download, when I press connect it opens up a LocalHost:... and says cannot connect
